Pre-Conference Workshops: 28th June 2010

10.00 - 1:00 Workshop A: After the Blue Lights

This workshop looks at the logical sequence of events following a major CBRN incident, from Blue Light response, to decontamination and moves towards business continuity. It’s thought provoking logic will alert the delegate to possible shortfalls in national strategies and current reliance on third party support. The delegate will leave the workshop with a greater awareness of potentially problematic areas and should identify the resolve to develop an independent response and contingency plan.

As founder chairman Jeff brought together industry leaders to form the BDMA, where he assisted with writing the training system and setting initial standards. He is also the founding chairman of the IICRC Fire and Flood Committee and is twice winner of the Disaster Recovery Award. A visiting lecturer at the Royal Military College, Cranfield, Jeff has recently been working with the European Commission on its disaster victim recovery legislation.

1.30 - 4:30 Workshop B: Urban Terror Attack (Scenario Based)

CBRN Technical Briefing:

  • Scenario Briefing for ‘Exercise CBRNE2: Urban Terror Attack’. Scenario Objectives, support to participants, debriefing session, timetable for the work.

Exercise CBRNE2: Urban Terror Attack

  • Floor exercise option or table top exercise option
  • Scenario commences with impacts and decisions being made by participants.
  • Participants are advised of continuing impacts, consequences and international responses to Britain’s crisis.

Exercise CBRNE2 Debriefing

  • Debrief in role of survivors, companies, Gold, Silver, Bronze representatives.
  • Participants discuss training, testing, and exercise applications for quick tests within organisations.
  • Following the experience in the one hour exercise, participants discuss the use of 5 minute, one hour and brief tests on critical infrastructure to protect life and critical resources in a dynamic response to any emerging threats.

Dr Sally Leivesley, PhD Lond., MSPD, BA(Hons) Qld., FICPEM, FRSA, MACE

Dr Leivesley advises governments and companies on catastrophic risk, terrorism and continuity solutions. She has worked on risks to bulk materials, petrochemicals, gas and extreme loss events for the marine, rail and aviation industry sectors. Experience with major critical infrastructure such as the Channel Tunnel after the fire in 1996 and on transportation exercising prior to the 2000 Olympics has created a practical operations approach. Dr Leivesley has designed and directed many field exercises on critical infrastructure including CBRN scenarios and has conducted desk, floor and communications exercises. Dr Leivesley Co-Chairs the Permanent Monitoring Panel for Mitigation of Terrorist Acts which is currently working on city mitigation of ‘Dirty Bombs’ and radiation protection issues alongside other extreme threats.
